Reservoir District is a major mixed-use redevelopment located at the historic McMillan Sand Filtration Site along North Capitol Street in Washington, DC. The project will transform this long-vacant landmark into a vibrant urban neighborhood featuring new housing, retail, public space, and community amenities while preserving the site’s historic character.

Developed by Vision McMillan Partners (VMP)—a partnership between Jair Lynch Real Estate Partners, Trammell Crow Company, and EYA—the Reservoir District will include:

  • Modern mixed-income residential communities
  • A full-service grocery store
  • Neighborhood restaurants and retail shops
  • An eight-acre public park
  • A community center
  • State-of-the-art healthcare and research facilities
  • Public art and a “walking museum” highlighting the site’s history
  • Preservation of historic silos and regulator houses

The project is targeting LEED (MFMR) Gold® certification, supporting sustainable development and energy-efficient building design.

Jair Lynch Development at Reservoir District

Jair Lynch Real Estate Partners is leading the development of two mixed-use residential communities within Reservoir District. Other development partners include Trammell Crow Company, which is developing a health and research center, and EYA, which is building new townhomes.

Phase One: Mixed-Use Residential and Retail

The first phase of Jair Lynch’s development will deliver approximately 324 upscale apartment homes in a seven-story mixed-use building. The residences will sit above a grocery store and approximately 22,000 square feet of neighborhood retail, providing convenient daily amenities for residents and the surrounding community.

Phase Two: Mixed-Income Housing

The second phase will include approximately 266 additional apartments across two residential buildings with ground floor retail:

  • 125 market-rate apartments
  • 141 affordable senior apartments for residents age 55+


The affordable senior community will serve households earning 30%–60% of Area Median Income (AMI), expanding access to high-quality housing for older adults in Washington, DC.
