Meet Delvy Quezada: The Heart Behind Berkdale Apartments

In the world of property management, it’s not every day you find someone like Delvy Quezada – someone who isn’t just managing buildings but nurturing a community. And he’s got an award from the Herndon Police Department to prove it.

As the Property Manager at Jair Lynch Real Estate Partners’ Berkdale Apartments in Herndon, Va., an 8-buiding, 184-unit multifamily affordable housing community, Delvy brings enthusiasm for his position and a deep commitment to his residents.

Since arriving at Berkdale in early 2024, Delvy has organized more than 55 community events, from an early-morning Easter egg hunt and family crafts for Mother’s Day, to a “Trunk or Treat” dance challenge and a Christmas celebration with gifts for 275 children —handpicked based on what he knew they’d love.

What makes Delvy’s work different is how deeply personal it is. He and his wife make cards for the parents. He hides Easter eggs himself before the kids wake up. He listens when residents share their challenges and then works to bring in resources- storage space partnerships, food distributions, after-school programs, and more, to meet their needs.

His resource fair, which featured 35 local organizations, made a life-changing difference for one young resident with autism who typically avoided crowds. That day, he came out, made new connections, and now regularly stops by to say hello. “He calls me Champs,” Delvy smiles. “And I call him Buddy.”

Building Bridges with Police and Local Leaders

Delvy’s impact hasn’t gone unnoticed. Last summer, during a community event he organized, Lieutenant Gabriel Miranda of the Herndon Police Department surprised Delvy with a challenge coin, a Herndon police department patch, and heartfelt thanks.

According to Lt. Miranda, Delvy, the accolades were to recognize all he has done for the residents and children in the Berkdale Apartments.

“In my 12 years in law enforcement, I have never worked with a property manager who has done or cared as much for his residents. Delvy works tirelessly to keep them safe and truly goes above and beyond what anyone would expect, or that I have ever seen.”.

Delvy has invited police officers, firefighters, and medics to speak with residents, breaking down barriers and building relationships.

“I’m not someone who aims for awards,” he says. “My mother always told me to be good, to give back, and blessings would follow.”

Herndon Mayor Keven LaBlanc attended several events organized by Delvy, even personally donating backpacks, school supplies and Christmas gifts after part of his ongoing support for the community.

“Delvy is more than a property manager – he’s a community builder. Whether he’s hosting a holiday BBQ, coordinating resource fairs, or welcoming school officials and police to meet with residents, Delvy brings people together with purpose and heart. His work at Berkdale Apartments and beyond, through partnerships with groups like Opportunity Neighborhoods and Cornerstones, reflects the very best of what it means to lead locally and build connection. As Mayor, I’ve seen firsthand how Delvy’s efforts turn neighbors into community.”

In a short time, Delvy Quezada has proven that the right person in the right role can do more than manage a property, they can transform lives, strengthen neighborhoods, and build bridges where none existed before.

And that’s exactly what he’s doing at Berkdale- championing his residents’ needs one event, one relationship, and one smile at a time.
